Okay, it's been almost a week. Our governor still hasn't signed the tort reform bill. Forgive my ignorance, but how long do these things usually take?

The sooner he signs it, the sooner it will get implemented, and the sooner there will be a challenge in the courts, and the sooner we'll know if it will hold.
